Schedule of Rates and Dues – Effective as of 1 January 2026

 

General provisions

Article 1

This schedule applies exclusively to cruise ships visiting the ports of Faxaflóahafnir sf. and is established pursuant to Article 20 of the Harbours Act No. 61/2003.

Definitions:

Cruise Ship: A passenger ship, as defined in the International Convention for the Safety of Life at Sea (SOLAS), designed, equipped, and operated primarily for leisure or recreational voyages, providing accommodation, catering, entertainment, and other services as an integral part of passenger service, typically engaged in circular or scheduled voyages rather than direct transport between ports.

Passenger: An individual traveling on a cruise ship with access to the ship’s services. Crew members and other staff are not considered passengers in this context.

Rates based on a vessel’s size

Article 2

When determining rates based on the size of cruise ships, the gross tonnage (GT) as stated in the international tonnage certificate issued in accordance with the 1969 International Convention on Tonnage Measurement of Ships shall be used.

Article 3

All cruise ships shall pay the applicable fees under this schedule if they enter the defined boundaries of the ports according to the Faxaflóahafnir sf. port regulations and receive relevant services.

Vessel dues

Article 4

Tonnage Dues:

All cruise ships shall pay a tonnage due of ISK 20.63 per measuring unit (as defined in Article 2) for each arrival.

Dock Dues:

All cruise ships mooring at a quay or harbor wall shall pay the following dock dues per measuring unit for each commenced 24-hour period:

1 June to 31 August: ISK 12.7

1 September to 31 May: ISK 9.8

 

Pilotage Fees

     Article 5

Cruise ships shall pay the following pilotage fees:

a) For pilotage to the port, berth, or anchorage: ISK 8.37 per gross ton. The same fee applies for pilotage from berth or anchorage and out of the port.

b) For pilotage within the port (vessel relocation): Half the fee specified in item a).

The minimum fee under these provisions is ISK 46,104.

If departure or relocation occurs without at least 2 hours’ notice, an additional minimum pilotage fee may be charged.

Tugboat Services

     Article 6

Upon arrival and departure of cruise ships, the harbor pilot determines the necessary tugboat and manpower assistance, considering circumstances as per the port regulations. Cruise ships over 15,000 GT are required to have at least one tugboat for assistance or safety. If a tugboat escorts a ship for safety into or out of the harbor, a waiting fee is charged. For tugboat operations exceeding one hour, a fixed sailing fee per tug is charged according to the schedule. When a tugboat assists a ship or is present for safety, the pilot transfer fee is waived. Other assistance is subject to separate agreement.

Groundage (Linehandling)

     Article 7

The harbor pilot determines the required manpower for linehandling according to circumstances and port regulations.

A fee of ISK 16,993 is charged per linesman.

If departure or relocation of a cruise ship occurs without at least 2 hours’ notice, the full linehandling fee per linesman may be charged.

Passenger Fee

     Article 8

A passenger fee of ISK 245 is charged for each passenger boarding or disembarking a cruise ship. The captain, agent, or owner must provide the port authorities with passenger numbers for each arrival and departure, in accordance with the submitted Safeseanet report for fee collection. If the required information is not provided, the number of passengers may be estimated or a 25% surcharge applied if reporting is delayed by more than 20 days.

Charges for Water and Electricity

     Article 9

Water Charges:

Water supplied from the quay, measured by the port’s flow meter:

Cold water: ISK 468 per m³

Hot water: ISK 1,112 per m³

Minimum monthly charge for water connection and access: 20 tons.

 

Electricity Charges (up to 350A connection):

Electricity usage: ISK 23.18 per kWh

Minimum monthly charge for connection and access: 400 kWh

 

Electricity Charges (over 350A connection):

Electricity usage: ISK 57.19 per kWh

Connection fee: ISK 117,257

 

First shore power connection for a cruise ship in Faxaflóahafnir ports: ISK 234,514

First commissioning shore power connection: ISK 703,542

 

Waste Management and Disposal Fees

     Article 10

The captain, owner, or service provider must always submit information electronically via PortMaster regarding the quantity and type of waste delivered ashore.

For ships subject to Article 11c of Act No. 33/2004 on Marine and Coastal Antipollution Measures, the following fees apply:

a. Waste Fee: Upon arrival, ISK 0.54 per GT. Minimum ISK 7,522, maximum ISK 41,318.

b. Waste Fee: If environmental management, design, equipment, and operation result in less waste, ISK 0.27 per GT. Minimum ISK 7,522, maximum ISK 41,318.

c. Waste Fee: Ships calling more than four times per year pay the reduced fee from the fifth arrival onward.

d. Disposal Fee: All cruise ships subject to Article 11 of Act No. 33/2004 pay a disposal fee regardless of whether waste is delivered ashore. ISK 1.42 per GT, based on the following waste volumes: 

Ships under 30,000 GT: 5 m³

Ships 30,000–100,000 GT: 10 m³

Ships over 100,000 GT: 15 m³

Additional waste is charged per g. below.

The minimum fee according to this item is ISK 24,230.

e. Disposal Fee: If a ship uses an approved waste handler, the disposal fee may be refunded upon submission of a receipt and correct information within 48 hours of departure.

f. Exemptions: The Environment Agency of Iceland may grant exemptions for scheduled ships regularly calling at ports and providing proof of waste delivery and fee payment.

 

Maritime Security

     Article 11

Cruise ships subject to the Maritime Security Act No. 50/2004 pay:

Passenger security: ISK 312 per passenger

Ship security: ISK 64,042 per arrival

The fee covers one security guard. According to ISPS rules, two guards are required for cruise ships and passenger changes; additional guards are charged ISK 8,205 per hour.

Security watch for all ships: ISK 8,205 per hour.

 

Cancellations

Article 12

Faxaflóahafnir accepts cruise ship bookings three years in advance (four years for passenger changes).

For cancellations:

  • Within 24 months: 5% of dock dues
  • Within 12 months: 15% of dock dues
  • Within 6 months: 30% of dock due
  • Within 48 hours: 100% of dock dues

Cancellations within 48 hours due to bad weather are exempt. No cancellation fee for changes in arrival date or ship if the request can be accommodated.

 

Environmental Port Index (EPI)

Article 13

Cruise ships must submit data for environmental performance assessment within 72 hours of departure. Each ship receives an EPI score (0–100). Failure to submit data results in a score of 0. EPI scores provide up to 30% discount or 75% surcharge on dock dues.

Dock and tonnage dues are adjusted proportionally:

  • EPI score below 40: (40 – EPI score) × 1.875/100
  • EPI score above 40: (40 – EPI score) / (2.0 × EPI score)

Facility Fee for Passenger Transfers

Article 14

All cruise ships conducting passenger transfers must pay a facility fee as follows:

 

Cruise Terminal:

Use of terminal: ISK 1.500,000 per commenced 24 hours

 

Baggage screening: ISK 351,772 for the first 4 hours per screening device; ISK 105,532 per additional hour

 

Hand luggage and passenger screening: ISK 2,228 per passenger

The number of screening devices is based on the table below.

If an additional screening device is requested beyond that, ISK 351,772 is paid for the first 4 hours per added screening device. For each hour in excess of 4 hours, ISK 101,963 is paid per screening device.

Korngarðar

Use of baggage facilities: ISK 175,886 per commenced 24 hours

Baggage screening: ISK 351,772 for the first 4 hours per screening device.

For each hour in excess of 4 hours, ISK 105,532 is paid.

 

Miðbakki

Use of baggage facilities: ISK 175,886 per commenced 24 hours

Baggage screening: ISK 351,772 for the first 4 hours per screening device.

For each hour in excess of 4 hours, ISK 105,532 is paid.

 

Faxagarður

Use of baggage facilities: ISK 175,886 per commenced 24 hours

Baggage screening: ISK 351,772 for the first 4 hours per screening device.

For each hour in excess of 4 hours, ISK 105,532 is paid.

 

Other Services

  Article 15

Gangways:

Installation, removal, and transport of gangways and platforms: ISK 293,143

Lease of gangways (10 meters or longer): ISK 125,243 per commenced 24 hours

Lease of gangway platform: ISK 125,243 per commenced 24 hours

 

Fenders:

Lease of special fenders: ISK 58,103 per fender per commenced 24 hours

 

Internet Access:

Connection and installation: ISK 60,974 per connection

 

Pollution Cleanup

Article 16

The party causing the pollution shall pay all costs of clean-ups of pollution accidents according to the Act on Marine and Coastal Antipollution Measures. This may include costs for the work of the Greater Reykjavík Area Fire Brigade, the work of AIP employees, costs relating to the use of equipment and necessary materials for clean-up.

Collection and Payment of Dues

Article 17

If charges are not paid on the due date, the right is reserved to levy penalty interest on the amount due in accordance with Article 6 of the Act on Interest Rates and Indexation No. 38/2001.

Article 18

The Master, owner, agent, and operator of a ship is responsible for the payment of charges due to AIP in connection with the vessel. On entering the harbour, the ship’s Master is obliged to provide the Port Director with information on the ship in accordance with the provision of Paragraph 5, Article 33 of the Harbour Regulation on Harbour Matters No. 326/2004 and submit the ship’s Certificates of Nationality and Registration to the Port Director if he requests them on account of inadequate information from the Master. The Port Fund is then entitled to retain the certificates until the dues are paid. Any resulting delays and damage are solely the responsibility of and at the expense of the payer of the dues. 

Dues shall be paid before the ship departs from the harbour, and no ship’s Master can expect to be provided with services from the district commissioner or from the customs authorities for his ship except on presentation of documentary proof from the Port Director that all dues have been rendered to the port.

  Article 19

All dues under this schedule may always be secured through legal enforcement in consequence of a previous court judgement. 

Charges levied on vessels are secured through a statutory lien on the vessel in question or through the amount of its insurance. Such a lien has priority over pledged contractual claims for two years, cf. the provisions of Paragraph 2, Article 21 of the Harbour Act No. 61/2003. AIP may insist on further securities for the payment of dues if this is considered necessary. 

The lease of land in harbour areas is secured with a statutory lien on the site in question.

     Article 20

All charges under this schedule are exclusive of value added tax. AIP is obliged to collect VAT on all the charges in this schedule, cf. Item 3, Article 3 of Act No. 50/1988 on Value Added Tax.

 

Entry into force

   Article 21

This schedule for Faxaflóahafnir sf. was approved by the AIP Board on 26 September 2025 and enters into effect on 1 January 2026 and is published for the guidance of all interested parties.

Interim Provisions:

Vessels operating solely on electricity and used for scheduled passenger tours are exempt from dock and tonnage dues under Article 4 until the end of 2027.

Vessels powered by LNG in the harbor area receive a 15% discount on dock and tonnage dues until the end of 2027.
